USPS First-class INTL not available

My international customers are not being given the choice to use USPS first class international? Its selected as an option in ACP and my package tare weight is set to 0. All orders are under 13 ounces. They are only allowed to checkout with priority shipping or express.

Any ideas, this is driving me crazy.

Updated the module for the May12th USPS changes and it works now, Yay!
