Tricky shipping costs configuration

Hi,

I have to configure the shipping costs as follows and can' t find a way to set this up:

Within shops home country:
Payments are possible by COD or credit card
If you pay by COD the shipping fee is 10 dollars.
If you order for more than 100 dollars and pay by COD you get free shipping
If you pay by credit card the shipping fee is always 10 dollars no matter how much you order

Outside shops home country:
Payments are only possible by credit card
The shipping fee is always 14 dollars no matter how much you order

The tricky thing is that there is never free shipping when using credit card.

Is there a way to set this up? Any help is highly appreciated.
