How do I provide Coupons for groups

As Admin, I'd like to be able to offer coupons for each person in a group. I currently give them 100% off because these are marketing tools for them to use. I have deatiled what I am looking for below:

1. <LI class=MsoNormal>[FONT=Arial][FONT=Arial]Give [/FONT][/FONT][FONT=Arial][FONT=Arial]Al[/FONT][/FONT][FONT=Arial][FONT=Arial]l sales people a voucher/coupon (i.e. $600 dollars – like a pre-paid card)[/FONT][/FONT] <LI class=MsoNormal>[FONT=Arial][FONT=Arial]Let them buy things and use up their credit [/FONT][/FONT]<LI class=MsoNormal>[FONT=Arial][FONT=Arial]Show them how much they have left at all times[/FONT][/FONT]
2. [FONT=Arial][FONT=Arial]We need to make sure that the systems still tracks how much they are spending…..[/FONT][/FONT][FONT=Calisto MT][FONT='Calisto MT'] also need to track the items that they’re ordering and who they are going to.[/FONT][/FONT]

How would I go about this?

#2 Let them buy things and use up their credit
#3 Show them how much they have left at all times
#4 I need to make sure that the systems still tracks how much they are spending….. also need to track the items that they’re ordering and who they are going to.
