Secure and unscure Credit card issues.

On the index.php?main_page=checkout_payment page. This is the page in Zen cart that the customer puts CC information. On this page if someone uses the unsecure credit card form which is the first one on the page it will not run the Credit card, but will genarate an email to the customer as if they paid. Has this happened to anyone else? Does anyone know how to remove the first CC form and just have the secure form. Please someone help me with the matter. I have customers thinking they paid and to them it looks like they paid, but I receive no money. This is a big problem.
