help with the shipping modules

Hi all of you,
I am a new user of the Zencart
I found some difficulties in setting up the shipping modules
I am not understand the zone rate pricing method.

for the description:
Shipping rates to Zone 1 destinations based on a group of maximum order weights/prices. Example: 3:8.50,7:10.50,... Weight/Price less than or equal to 3 would cost 8.50 for Zone 1 destinations.

Is it means when all the products which the weight/price is less than 3, it will charge for 8.50 per order? or per Kg?

I am really confusing about this. Thanks all of you to answer my question=]

If you set the calculation method by weight, then the shipping cost will be based on the order's total weight. So using your example, if the total weight for the order comes to 2kg, £8.50 will be charged. If the total weight comes to 5kg, £10.50 will be charged. So it's per order, not per kg.
