wow, i have a huge problem (I have been trying to fix it for a week )

so I have downloaded and uploaded to my site and redownloaded and reuploaded created dozens of databases etc etc and still have this problem...

The problem is when I try to rename a categorey it does not happen, when I add a categorey the name does not "stick" if i look at the categories page the name is not there,...

please help, i have literrally spent hours on this...
