Tax not being calculated correctly -- with tax-included pricing

Im having trouble even when I put the item as no taxable Zen Cart is adding 31% so if I price and item as $10 in the preview it shows as $13.10
I have got the country as Australia with all zones and the tax as 10%

Any ideas folks as this is for my misses and the Zen Cart I set up for my own website works perfectly. i have tried loking at them side by side but cant see any differences anm I missing something elsewhere??

Its OK I fixed it
I spose it helps that once you set the default currency you carry out an "Update" in the currency section

Now i will re engage brain
