Need International Customers to Email For Quote

Hi all,
I'm trying to set up my Zen Cart Site so that if anyone chooses any Country other than the US (International orders) they will see a notice that basically says "All International Customers Must Email Us For a Shipping Quote"

Right now my store is set up so that all US orders include shipping.

I have no idea how to show this message to International Customers. I've searched for hours and I also don't see any modules out there.

Can anyone help?

i'm looking for this too - basically a way to block international customers from ordering automatically through the cart. nothing yet?
