I have been going out of my mind with this.
What I can tell you is that I am forcing everyone to enter the zip + 4 in the cart. I have it set up that it needs to be there (By forcing the minimum digits to be 7) and So far.. it is working... at least for me.
I would be very interested in this mod as well. thx....

The logic-flow & business need is the same though... we got this down for Zen-Cart, Oscommerce & Virtuemart now... it's just not drop-in ready. The lowest price we're able to deploy is around $750 and it takes 2 days to get it set right. It's one thing to be able to charge the right rate and another to be able to later report on it to DOR's satisfaction.
If you could get WA State to actually commit and adhere to a single format for their data instead of changing it up quarter to quarter - you'd have businesses feeling less pain over this requirement.
The CSV started around 50k records and is over 112K different pieces of data for the zip +4 rates for Q1 09'.
