CC fraud with multiple attempts

I was working with a customer yesterday that has been attacked with a new kind of attack and thought I would pose the question here after not finding a great solution.

He is using Linkpoint to process credit Cards and that works fine but It seems the credit card process will allow multiple attempts using the same cretid card. the CC company is teling him it is a zen-cart issue.

Here is what we find. The hackers are using real credit card numbers and trying over and over to get a matching CVV, yes, they mys have a program that is gussing it then finaly do they not only make a purchase from the zen-cart but now are using the CC number to make purchases all over.

How could we prevent this?
Maybe deny access once the CC fails 3 times somehow. I thought that would be a CC company issue but they seem not to care.
