Admin menu missing lots of controls

I've got a site running 1.3.7.1 and I only have 4 links under configuration on the admin page: My Store, Customer Details, Shipping/Packaging, Website Maintenance.

On my 1.3.8.x test site I have local, I've got many more options under configuration, catalog and tool.

Is this normal or has the previous developer turned stuff off that I haven't found yet. If so, should I be upgrading to 1.3.8.x???

A lot was added to v1.3.8 ...

Load a test directory with a test database and the demo data for v1.3.7.1 ...

Now you can compare ...
