I have two admins for my Zen Cart.
When I go to send the newsletter and I choose to send it to Administrators it says Administrators (1). There are two. How come it says one and only sends it to one? The one it sends it to is me.

By default it sends only to one admin... Try editing the email to options in Configuration >> E-Mail Options to include more than one address.. Like below.
Name 1 <email@address1>, Name 2 <email@address2>

I am looking in the config file under Configuration >> E-Mail Options and do not see which one to add to for administrators for the newletter or notification option?
I honestly do not know which one... Trial and error

None of them have anything to do with send emails to an admin for a newsletter. So I really do not think any of these will help.
There is probably a way... But certainly you can just forward the newsletter to the additional admin
