Shipping and Tax Zones

How do I go about setting up Zone Rates for calculation of shipping charges and tax charges to different states in the U.S.? I want to charge higher shipping to states west of the mississippi. Thank you.

To specify:

I've got the taxes under control and I've set up Zone Definitions for the east and west of the mississippii areas, but I don't understand how to connect these two zone definitions to my zone rate shipping module.

My main problem is I cant tell the zone rate shipping module how to accept my zone definitions. I can add whole countries using their special codes but I'm only using half the country for shipping...
