set default city in the database?

I am trying to set the default city and province during the account creation, but it does not work (so far). The only place in the database that I located city and state is on the address book. I wrote the default values there, but when I go to an account creations, those values are showing on the form.
Whre can I set some defaults for the form??

of course I meant to say "NOT SHOWING" on the form...
