If you're using your own PayPal login, and have a card or bank account registered with PayPal, it won't offer a pay by card option.
When I test Paypal, I do so with a different email address and then use a credit card that is not registered with PayPal.
thanks for your quick reply. I have tried more than once with names and addresses not known to Paypal and still I am forced to open a Paypal account to proceed.
If you're just not seeing the fields to enter credit card numbers when you get to the PayPal screen, clear your browser's cache and cookies ... PayPal remembers that you visited their site from your browser, and presents a login screen when you first arrive. If there is no paypal cookie set in your browser, they'll show the credit card fields along with their login box too. That's all controlled by PayPal.
Also worth noting: PayPal doesn't allow "account optional" to all countries. Some customers may not have that privilege due to their geographic location and the local banking rules.
All of these matters are things you need to address with PayPal directly if you want them to operate differently.
