Normally when you set up a new database you have to assign users and permissions. Did you do this?
Not sure who you have for hosting but on my hosts server you create the database and right below is an area to assign users and permissions. See if you can locate it. Hope this helps.

Same error I got the other day when I:
1 Made a Database
2 Made a New User for it
Went to use it ... ack!!
3 Went back and added the User (made in step 2) to the Database (made in step 1) and gave the permissions to the User to use the Database ... as MoooNDawG indicated ...
