Make a Product Free on Purchase of Another Product

I need to know if it is possible to set a product's price to free if they buy another designated product.

My store owner wants to sell wedding favors and to conditionally sell personalized tags. They would have to pay for the tags unless they order at least 25 favors.

I tried setting the tag as an attribute but since you have to order at least 24 tags to get them I can't designate a different quantity for the attribute of tags.

I am thinking about making tags a separate product and give it a minimum of 24 and trying the conditional free on purchase.

We are migrating from Yahoo to Zencart and it isn't doing exactly what we want in yahoo but you can look at it at:

I am hoping to do a better job in Zen Cart.

I am also a PHP programmer if needed for a solution.

I have searched Google and This forum for "conditional free", "product free on conditional purchase" and several variations of those with no suitable answers.

Please point me in the right direction.

I did finally find the Better Together module but when I researched it I discovered that what I want is more detailed than that module allows.

I want to make it so that if you purchase 24 favors that you can get the tags for free.

There has been a great deal of discussion here about the marketing strategy for these items and we may have an alternative solution.

HOWEVER if anyone has a way to do this I would like to be able to offer it as an option.

I have looked at the Combination Discounts and it seems I did not fully explain the intricacies of the item.

1) You many purchase as few as 1 wedding favor or as many as you want.
2) Only if you buy 24 or more can you have the option to personalize the wedding favor.
3) personalization is free on some products, but at a fee for each one favor ordered, on others.

Ideally the store owner would like to have the personalize option only appear if the minimum quantity has been ordered.
