Net and Gross price the same when entering product price

Hi

When I enter product prices in admin my product price - net, and my product price - gross, are the same. I cant seem to work out where i've gone wrong. My admin settings are shown below;

Display Prices with Tax true
Display Prices with Tax in Admin true
Basis of Product Tax Store
Basis of Shipping Tax Store
Sales Tax Display Status 1
Store Status 0

I'd really appreciate any help cause i'm really out of ideas on this

I seem to have fixed this by deleting Australia from my zone definition (found a thread about it) and changing my shipping zone to none (otherwise it wouldn't let me get past step 1 of 3 in checkout).

Is it just me or is there heaps of posts about problems configuring tax for Australia. Either us Aussies are a bit slow and backwards or there's a bug in the system concerning Australia as a zone definition...
