Can't change address during checkout when entering phone orders

I have problem, with the latest version of zencart.
It has been modified

Customers can no longer change to a different shipping address, and they cannot add a new address when going through checkout.

I use one account for phone orders when customers do not have an email address but need to know how to add more to the account


I have searched but cant seem to work out how to change this , of if it is possible.

What is the setting that you are using in the Configuration ... Maximum Values ...
