Individual item shipping

I have looked through the add-ons and can not see what i am looking for, nor is there an add-on that can be modified.

What i want is...
A shipping module that will allow me to set individual shipping rates that can be added while i am adding the item to my lists.
I tried adapting the tax system but without success

I have 2000 items to list, each item has its own shipping rate worldwide, i need to add this individual rate.

OR perhaps someone can advise which add-on would be the simplest to modify.
