I want to design my own homepage but i want to keep the featured products section on it, where would i find the code, if i copy the code from the file and paste it into my new designed html page will it work like it does normally or does my page have to be php?

What you want to do is use define_main_page.php in Tools > Define Pages Editor to enter your HTML content.
Turn on Configuration > Index Listing > Show Featured Products on Main Page.
You can hide sidebars, header and/or footer on the home page using the comments in /includes/templates/your_template/common/tpl_main_page.php.
