USPS shipping ERROR outside the US

When shipping inside the US the USPS shipping calculator works fine but when anyone outside the US trys to order they get this error.

"We are unable to find a USPS shipping quote suitable for your mailing address and the shipping methods we typically use.
If you prefer to use USPS as your shipping method, please contact us for assistance.
(Please check that your Zip Code is entered correctly.)"


Any help as to how to get this to work or what the problem is?

I'm pretty sure I updated to the new module near the end of last year. Was there another one? If so, where can I find the new module? I searched the download section but didn't locate one just called USPS Shipping Module.

Very strange... the last time I updated this module was in Sept. '08 but when I just re-updated now it fixed everything.
