multiple zone shipping

Hi everyone
I'm using Zen Cart 1.3.8a and I need to set up shipping to 17 different zones. The shipping is by weight. I have set up the 17 different zones in the Zone Definitions area of my admin but I'm stumped as to what to do next.

The Zone rates shipping module only shows three zones and it is very confusing to me. I've read the instructions several times and I'm just not getting it. Can someone get me started here?

You can customize the Zones shipping module by editing the file:
/includes/modules/shipping/zones.php

and changing the number of zones as instructed, in the header of this file, for:

      // CUSTOMIZE THIS SETTING FOR THE NUMBER OF ZONES NEEDED
      $this->num_zones = 3;

NOTE: before doing this, save any settings that you currently have if you want to keep them and then REMOVE the module ... make your changes ... INSTALL the module and then configure it ...

Depending on your Zone definitions, you may wish to get the Zone Table add on if you want more specific zones ... it is in the Free Add Ons ...

Hi Everone,
I am running Zen Cart 1.3.8a. I have just started looking into this. As I Understand it from this post and the Faq, you can create Zones for shipping, create additionl zones and add the states to your zones. Then you can use an addon to caculate a percent of the order for each particular zone. I have 2 questions

1. Is there a way to not have shipping charged before the shipping occurs ?
2. For some Zone/State combinations can you have some popup that states you need to call for shipping
