PayPal return me to step 2

After successful or non successful transaction with Paypal, customers am automatically returned to step two of check out process. Shouldnt they be direct to a success or unsuccessful page?

1) Im not actually sure if transaction is processed I dont see any activity in PayPal as far as incoming payments.
2) Using API method Express check out

Sounds like Paypal is rejecting the transactions and sending customers back to step 2 so that they can select any other payment method you may have available. Are there any messages displayed when the customers come back?
