perweightunit and non-US zone definitions

I'm a new zenner (v.1.3.8) and I'm having a problem configuring international shipping with the Per Unit (perweightunit) module.

The module settings are:

Enable Per Weight Unit Shipping: True
Shipping Cost per Unit: 3.16666666
Handling Fee: 0
Tax Class: --none--
Tax Basis: Shipping
Shipping Zone: Foreign
Sort Order: 0

In the "Foreign" Zone definition, I had "All Countries" and "All Zones", but I got the following message on check out. "Sorry, we are not shipping to your region at this time." If I insert a specific country (i.e. "Germany" and "All Zones") everything works fine.

Do I need to add each country/zone individually to my "Foreign" zone definition or is there a way to add "All Countries" and "All Zones" so that this will work?

What do you really mean by All Countries and All Zones?

There are a number of ways to build Zones but a bit more of a definition is needed ...

Are you trying to say "Everyone that is NOT the US"?

Yes. Everyone except US and Canada. I actually resoved this issue by adding each individual country to my "Foreign" zone. A bit time consuming, but it works fine. Thanks.
