Banging my head as I write this...

I have been working on a new install of 1.3.8a for the last week or so. Thought I was almost ready to go live with it. I went in to make another test purchase and it throws an error. I place a product into my cart, then click "Go To Checkout". When doing this with FireFox, it gives a page load error and states, "Redirect Loop - Firefox has detected that the server is redirecting the request for this address in a way that will never complete.
The browser has stopped trying to retrieve the requested item. The site is redirecting the request in a way that will never complete.

The URL that is in the address bar at the time of the error is:
