Zone rate shipping only works when logged in

Hi all

I've been using table rate shipping up to now as we've not shipped outside of the UK. We now want to ship to Europe, but I can't seem to get the Zone Rate module to function correctly.

The actual calculation is fine, but it only works when logged in. If the customer is not logged in when they click 'checkout' then they receive a "No shipping available to the selected country" message and have to work out for themselves that they need to log in (no mention is made of this). Surely they should have to log in first, as soon as they've reached the checkout, for the delivery address to be loaded and thus the correct rate applied?

I realise I could alter the template to inform them to log-in, but surely something has gone awry here?

If the customer is not logged in ... how are they even getting to the checkout_shipping page as Zen Cart is setup that you cannot get to any of the checkout_anything page(s) without first being logged in ...
