Okay, I replaced the tpl_modules_shipping_estimator.php in the classic responsive template with the one from the classic template. It gave me what I wanted.
Back in version v3.3.0 June 2012 I noticed "Updated shipping template to hide suburb box when not needed".
It appears that it is done in the classic template only.

Ozpost is no longer operational as Tassos has had to make the hard decision that OzPost plugin is coming to the end as of June 30, 2023. This is due to many of the target carriers changing APIs etc. After trying everything to keep it going unfortunately it has to come to an end.

If you are only using OzPost to access Australia Post for shipping this functionality is provided by AuPost ( Australia Post Shipping Module).
