No, although e-checks do fail 100% of the time. These are conventional, what I assume to be paypal to paypal or credit card through paypal payments that typically clear instantly.
Install the Debug Error Logging Utility and post the error messages that occur next time the customer gets the PayPal email but not the store email.

Well, this is frustrating. I had it happen again yesterday, but there is no error log for the transaction (or any logs for that matter). Cache folder is set to 777, the php file is in the correct folder...
** HOW TO USE: **
1. Download and unzip this file
2. Upload the enclosed enable_error_logging.php file to the /includes/extra_configures/ folder.
(or /admin/includes/extra_configures if your problem is on the admin side)
3. Make sure your /cache/ folder permissions are set to writable.
4. Test the page on your site that is having problems -- ie: trigger whatever symptom is ailing you.
5. Open the latest /cache/myDEBUG-xxxxxxx.log file to see the list of any PHP errors that occurred while the page/test was running.
6. Be sure to delete the enable_error_logging.php file from the /includes/extra_configures folder when done (or rename it to .php1 instead of .php )
I followed all these steps to the letter. No logs at all, with about 10 purchases completed and one exhibiting the symptom I spoke of.

It happened again yesterday. No error logs again. 0 of these purchases have been made with e-check so far.
Why are there no error logs?
An e-check payment was initiated this morning, but again, there is no error log for the transaction.
