Shipping options not showing to unregsitered users

Hello,

We are based in the UK and are using 1.3.8

We utilise 2 shipping options which are
1. Zone Shipping - for UK surface mail
2. UPS for International Shipping.

When a user is logged into the store, at checkout they are presented with the relevant option for shipping depending upon location.

However, if a buyer selects items for purchase WITHOUT logging on no shipping options are displayed at the point of checkout!

Please can somebody advise me how to overcome this issue? I want to have shipping options display when users view their shopping cart and at checkout regardless if they logged on or not.

I go to your shop ... you don't know me from adam ... I add to cart ... you still don't know me from adam ... I click shipping estimator ... you still don't know me from adam ... I set my address and click Update ...

bing bang boom! you at least know where I am to give a shipping quote ...

I create account/login ... you know where I am and can give me a shipping quote ...

When is this not working that you think it should be working?

Note: you cannot get to the checkout without being logged in ...
