In admin select
Catalog > Product Types
select Product -General and click on Edit layout .
look for
Show Starting At text on Price And set to 0

Hi I wanted to do the same thing..
in 3.8 v it has only true or false, when i changed to false nothing appeared to change... any other ideas?
