Adding a NEW Option in the Information SideBox

I am trying to add a new item into the Information SideBox. But if you go to my site www.semielectronics.com you will see that is is not doing what it is suppose to be doing. I copied all the files that was said to add/create in the help files but all it does is it goes to the missing page notice.

All I am trying to do is add a info about how to Make An Offer on my site. Nothing fancy but I can't figure it out.

I did this by adding an email target in my selling items.

Make Offer: Yes (This is an html email tag that has the Subject and Body set once the customer clicks on the link. But I need to let my customers know what this Make Offer option is all about.)

Please help as I am lost now. Can't fgure this one out at all!

Well, I think it is but i am not sure now? Where does this live and how do I create one?
