USPS shipping rates

I don't have a problem with zen cart, as I'm not using it...yet. I am looking for something better than what I have though.
Been reading in here and it seems like you DO have USPS webtools, of course if I have an acct w/them, which I do. But I want to make sure it is what i need.
I need a rate calculator that will apply the shipping rates for First Class [under 13oz domestic] Parcel Post and Priority just as the post office would, going by the zone. NOT charging someone 50 miles from me the same rate as someone 1000 miles from me. So is this way zen cart usps module works?

ZenCart's USPS module connects to their rate calculator and uses what ever they determine
