Why is this happening and is there a way to override it?
We are running a clean install of v1.3.7, no upgrades/addons.

Actually, it's not all out-of-state, just Illinois. Why would a CC option automatically hide for IL?

If you have any of your payment modules configured to be restricted to a certain zone, then they will only appear if the customer's billing address falls within that zone.
So, if you want all your payment modules to appear regardless what address the customer is using, set the Payment Zone to --none--, in each module..
