Help With Inputting Shipping Logic

How do I set up my shipping options to reflect the following logic?

Anyhelp would be appreciated, as this is my last step before going live.

You could clone the Item Rate shipping module and change the language file for each one ...

Set the Handling rate for each one as the difference of the item 1 vs item 2 cost ...

A search on:
clone item

will give you examples on this ...

You can take the code for the Item Rate item shipping module:
/includes/modules/shipping/item.php
/includes/languages/english/modules/shipping/item.php

and clone it to another set of files for each of your shipping settings that you need:
/includes/modules/shipping/itemground.php
/includes/languages/english/modules/shipping/itemground.php

and customize that based on the examples you can find on a search for:
clone item

and set the shipping cost as:
Rate: 0.99
Handling: 4.00

and continue to do this for each of the methods that you need ...
