We have been trying to get paypal express setup with no luck. we have gone through the steps several time and when we get to check out we get a message stating that Sorry, we are not accepting payments from your region at this time.

we are new to this and they mention something about requiring curl turned on. we went into our hosting panel on cpanel and installed net_curl but that didnt seem to help. Can someone tell us what we are doing wrong? thank you.
