UPS discounted rates not showing in UPS XML

Have there been any updated fixes to this module to allow it to return a discounted rate?
The first few pages are from 2009 and I'm unsure if they'd work with the latest version of this module from 2014.

I'm trying to set this up as a replacement to Canada Post for the potential strike/lockout on July 2nd.

It seems to be working and returning standard rates, but I cannot get either this module to return a discounted 20% off rate based on a discount applied to my UPS account, or find any settings on UPS's end to force the discount. It's almost like there's a field missing in this module to pass along a UPS account number along with the username, password and key.

Any ideas of what I can try? I also wanted to set up a flat 5$ discount, simply by using the handling fee field, entering -5 seems to work, so I don't think the fix proposed earlier in this thread would work as it'd end up multiplying my discount.

I've tried the solution file posted on page two and my cart won't return any UPS rates. I also tried using a difference checking tool going line-by-line and simply adding the few lines of code into the 2014 version of the upsxml file from that solution on page two and it also didn't return any rates.

Not sure what else to try at this point to get it to work.
