Zencart LOCAL install error access forbidden

I have Windows Vista.
I have Apache 2.2.11 running
I have unzipped ZenCart and I am at the point where I am trying to run ZenCart's Installation Scripts.

PLEASE NOTE: I am trying to Install ZenCart on my LAPTOP.

I place in my Web Browser's address the following:

http://localhost/c:/Users/Evolutiona...007/zc_install

I get the following Error:
--------------ERROR START----------
Forbidden

You don't have permission to access /c:/Users/Evolutionary/Documents/Pool/zen-cart-v1.3.8a-full-fileset-12112007/zc_install on this server.

----------------ERROR END-------------

Any suggestions?

My ultimate objective is to get access to my data from my Store Backup file.

Is there a way to access my Backup Store's data (product descriptions, etc) in an easier way, without having to install ZenCart?

Vista has some extra security issues....,check your file permissions

I have changed the Folders, Subfolders and Files to have Full Control, Modify, Read, Read & Execute, Write.

I always logon as administrator.

What are the other extra security settings I might be missing?
