Alternate shipping address glitch?

Hi,
I am having an issue with my cart(v1.3.7.1) when customer try to enter an alternative shipping address during checkout process; even though they select a country in the country parameter(usualy canada) it gives this notice: You must select a country from the Countries pull down menu. How can I fix this issue so that my customers can different billing and shipping address. Thank you for your help.

Does it happen when you temporarily switch to the 'classic' template?

Are you using the Cherry Zen template?
