Admin->Configuration->Customer Details->Create Account Default Country ID why cant i changed the default country id, there is a drop box with nothing to select.

It works in my stock test site. When you go to Admin - Locations / Taxes - Countries are all the countries listed there?

When you create a new account, is the countries listed in the dropdown box under country?
