How do I stop getting emails about payment errors with PayPal? I have debug mode turned off. I am using version 1.3.9e but have had this problem in every version I have used going back years.

PayPal debug emails are controlled by the Debug Logging option in each of the PayPal payment module settings in your admin area.

I understand that. As I said, the debug options on the PayPal modules (both Express Checkout and Payments Pro) are turned OFF and I'm still getting the emails.
Are the emails all about "IPN" activity? Or are they also about "CURL" activity?
You said this has been happening for years ... but you're only reporting it now?
When you upgraded, did you click "Remove" on all your payment modules, and then re-Install and re-configure them?

The emails are for both Direct Payment errors and Express Checkout errors.
Yes, when upgrading I removed the modules and after the upgrade did a reinstall and reconfiguration.
So, these emails are for *errors* and not merely logs of every transaction?
I'm having a hard time guessing what exactly your symptoms are, without seeing the actual collection of messages you're complaining about.

The emails only come when there are errors in a transaction. The subjects are:
ALERT: PayPal Direct Payment Error (some #)
or
ALERT: PayPal Express Checkout Error (some #)
I know how to check the error number to find out what the error is. The problem is almost all of the errors are user errors and I can't be getting emails every time, for example, a customer enters their credit card number incorrectly.
