interpretation Debug Error-Logging Utility tool

I installed the Debug Error-Logging Utility and get these messages in my admin:

What do these mean and hwo do I handle them?

What are the permissions on your cache directory?

I've changed the permissions of my cache folder and the warning messages in my admin dissapeared :-)

But I get no error log files with the date of today in my cache...?

I just installed the french language pack and when I click on the icon of the french version I get a blank screen.

Have you refreshed the display of your cache folder in whatever tool you're viewing it with?
