First Class Shipping Option Not Available

Using Zen Cart 1.3.8a.

Im using USPS for my shipping method. I have it installed and working properly in my cart. All domestic shipping works like a charm. I have the "First Class International" shipping checked in the shipping module but when I go to 'check out' using an international shipping address it doesn't give me this option. I spoke with USPS and they have the first class international option activated. All other forms of international shipping are working (global express, global priority, etc...)

Is there something else I have to do to have this operate properly?

I've been looking around and having been able to find the solution.
Shopping cart is not showing First Class option at all. Patch was installed, yet no first class option shows. Any idea how to fix this??

What is the weight of the item you are testing with?

The weight is 7oz, it should pick up on the first class rates, but I just get express, priority and parcel, no fc.

I found the problem.
Instead of 7oz the cart was showing 1.4lbs.
When I added the item I entered the weight of the item in the product itself but I also added the weight on priced by attributes since the item is also priced by attributes, so the cart was actually adding both weights. Took off the weight on the actual product and now the cart is finally showing first class and the correct weight of the package.
