Free shipping appears for every item instead of just the zone defined

I defined a zone for 48 contiguous united states. I added each state to this group. I need to charge shipping for anything except my 48 state group. When I test checkout for a shipping address out of the 48 state area, I get both the 48 state option and the out of 48 state option. Since my 48 state option is free shipping, of course everyone will choose that option instead of the non-free option. How do I get only the non free option to appear when the shipping address is outside the 48 state group already defined?

Did you define a Zone for the Rest of the World for your other shipping module?

What shipping module are you using for the Rest of the World?

I defined a few states to a non-contiguous 48 state zone but haven't put every single one in the dropdown in yet. When I use a Hawaii address for example, I get a free choice and the pay for shipping choice. Hawaii is only assigned a shipping rate in the non-contiguous zone. Hawaii is not in any other zone.

Only shipping modules "freeoptions" and "zonerates" are active.

I expected that any state not in the free shipping zone would not have a free shipping option and instead have the zone assigned option. I assigned the zone rate module to the non-contigous state zone. I assigned the contiguous 48 state zone to the free shipping module.

Check and make sure that your Zone for Hawaii actually has Hawaii defined in the definitions ...

Check and make sure that your Zone for the 48 states actually has the 48 States plus DC only in it ...

If you pick Canada ... do either of these shipping modules show?
