I have recently upgraded my zencart database from 1.3.6. to 1.3.8a. The problem I am having is that I cannot locate a place under the modules section of the admin window to input the API Signatures for PayPal Express.

As with any upgrade, you must go to Admin->Modules->Payment, and write down ALL the settings in ALL your enabled modules. Then click "Remove", then click "Install", and re-configure again.
Same with shipping modules.

Unfortunately, removing the module and reinstalling it did not resolve my problem. Is there a PHP or Database location that I can enter the API Signature information so that I can move on to the next problem.
If the option doesn't appear in your PayPal module settings, then you've not upgraded the module to the new version. This suggests that one or more PHP files haven't been updated on your server yet ... which means you've got more work to do in upgrading.
