Paypal links back to step 2 of checkout on virtual products?

Has anyone had this problem? I have zonetable set up for products & works fine, I also have 1 virtual product which is working fine too however, when I try to checkout with the virtual product Paypal re directs to step 2 of checkout, which would be confusing for customers. If I log out at this stage there is no trace of the order, if I continue to stage 3 (for a second time) the order completes. The products using zonetable checkout just fine which seems strange.

I'm using express checkout for my site and as this is a virtual item & no delivery address is required, could it be that Paypal requires a confirmed addrss....or am i just grassping at straws?
