A "file not found" error means exactly what it says: The file you were trying to access ... isn't available.
Sometimes that's caused by setting permissions too low.
But usually it's because you've put the files in a place that's not accessible via a browser, and thus when trying to access via a browser, you get a file-not-found message.

I understand that the file isn't there. How do I get it to appear? Do I need to reinstall zencart, or did I do sometning wrong?
Let me explain, I installed zencart, tried to run zc_install form internet explorer and I get the file not found error. I looked in the ZC_install file and there are no exacutable files. Do I need to create it or should it have been unzipped with the other files, if so what do I need to do?
Usually, once Zen Cart is installed there is no reason to "re-install" it.
Is there some particular reason why you think you need to re-install?
What's the name of the folder you uploaded your files to?
In fact, what's the entire path to that folder?
Your browser can't see files that are "above" the public_html folder (sometimes called htdocs or httpdocs). So, you need to navigate your FTP *into* that folder before uploading your Zen Cart (or any other web software) files.

I installed the files in my root/zencart/ folder, my actual webpage is in root/8675/. I view my page at http://webpm.fatcow.com/8675. This is my old e-commerce site, I want to install zen cart, create a new web page, test it and then switch over.
Install should be in
/root/8675/zencart/
... perhaps ?

... but this FATCOW setup looks shaky to me...
Are you sure your server is capable of running zencart?
Before you do this, find out if this structure is suitable for zencart. I think you would be better off getting a dedicated domain and hosting on a proper set-up...

They have the prerequests, and have many sites using zen cart, but they don't offer support for it. I'll try the path you gave me.
