Is there any reason why the 2nd address line
shows up to the client as
Line 2
while they're entering their customer info, but
on the Admin side in ZenCart it's displayed as
Suburb?

It is that way because the Admin language file that covers that line has never been updated to reflect the change on the catalog side.
You can use your Developers Tool Kit to find the define in the admin language files and change it.
