Low Order Fee in Cart

I have been trying to get my low order fee to show on the cart page, in the total. I have downloaded the mod Shipping Rates in Cart and I cant get it to work correctly ( trying to use that mod and replace it with low order fee). This is important that my customers see the low order fee, plus it may get them to shop more if they see this in their cart before checkout

anyone have any idea, i only want to to show the limit hasn't been reached my limit is $20 low order fee so if the order is over $20 i dont want it to show at all. I would like it in the "cart" page, before they even sign up to make them more aware of the charge
