per item shipping

I am new to zencart, and just trying to understand the shipping. we have hired someone to implement a new template. at the same time, he agreed to implement the following shipping changes.

I would like the shipping to be charged *by item*, not by weight.

For USPS, the shipping charge for the first item will be $2.00, each additional item will be $1.00.

For UPS, the shipping charge for the first item will be $4.00, each additional item will be $3.00.

I am being told that I can override only one of the above shipping modules with a rate table. I just want to know if this is true, or is there some method to override both of the api modules with my rate table?

If you are not really using USPS and UPS for their quotes you can just clone the Item Rate item and change the language files ...

If you do a search on:
clone item
clone flat

you should find several examples on how to clone these ...

On setting the rates, for $2.00 on the 1st item and $1.00 after that, set the Rate to 1.00 and the Handling to 1.00 ...

I apologize if the answer is already posted - I just could not find it. I generally use UPS and USPS for all my items. Occasionally, I want an item to have a Flat Rate shipping charge. If I activate that mod - then it shows for all products. What is the secret to have Flat Rate Shipping only available for selected products. Thanks in advance.
